Kelantan is dominated by the East Coast monsoon - November to February brings the heaviest rainfall in Peninsular Malaysia, driving recurrent slope failures and post-monsoon emergency works. The Titiwangsa Range borders the state to the west, generating slope-prone interior terrain around Gua Musang and Kuala Krai. The ECRL alignment cuts through interior Kelantan, generating substantial federal slope works.

Three project patterns: ECRL corridor (federal rail infrastructure), monsoon post-failure remediation (state roads through Gua Musang, Kuala Krai), agricultural platforms (rice belt and oil palm).
