Why bundle earthworks with slope works under one specialist.
On flat land, earthworks and slope stabilization can be separate contracts without much harm. On a hillside development they cannot. The batter you cut a slope to, the compaction of the fill behind a wall, and the drainage set into a platform are the same decisions that decide whether the slope moves. Splitting them across two contractors builds a boundary into the works, and that boundary is exactly where distress appears. Here is what changes when one CIDB G7 contractor carries both.
No interface gap, no finger-pointing
When earthworks and slope works sit in separate contracts, a moving slope or a cracked wall triggers a dispute over whose scope failed. Under one contract there is one responsible party for the cut, the fill, the wall and the drainage. One method statement, one programme, one liability.
Cut trimmed to the design batter
Soil nail and shotcrete designs assume a specific cut face angle and bench geometry. When the same crew cuts and stabilizes, the excavated face is trimmed to the batter the design actually assumes, not left over-steep for a later specialist to correct or under-cut and re-profiled at cost.
Backfill placed to the wall design
Retaining and reinforced-earth walls are only as good as the structural backfill behind them. One contractor places fill in 200 to 300 mm lifts, tests to 98 percent MDD, and loads the wall against tested fill. No handover of a wall built against fill someone else placed to an unknown standard.
Drainage built in, not retrofitted
Horizontal drains, weepholes, cascade drains and subsoil drains are set as the fill and walls rise. Groundwater is the single most common failure driver on Malaysian slopes; building drainage into the sequence is far cheaper and more reliable than coring drains into a distressed slope after the event.
One programme, monsoon-aware
Open cut faces left through a wet season are a liability. A single programme sequences the cut so faces are stabilized as they are exposed, and coordinates earthworks output with the nailing and facing crews so the site is never carrying a large unstabilized exposure into heavy rain.
One QA chain, one as-built
Compaction records, soil nail test results and drain positions are logged in one ISO 9001:2015 chain. The consultant receives a single coherent as-built rather than two sets of records that disagree at the earthworks-to-slope boundary. Cleaner submissions to JKR, DOE and the local authority.

Bulk earthworks, cut and fill
Site clearing and topsoil strip, bulk cut and haul, bulk fill placement and compaction, platform formation and subgrade trim. General fill to 95 percent MDD, structural backfill to 98 percent MDD, in controlled 200 to 300 mm lifts to BS 6031, MS 1227 and JKR-SPJ Section 2.
Cut slope soil nailing

Retaining and reinforced-earth walls

Plant is stated generically. Field density is verified with a nuclear density gauge, by sand-replacement or by DCP, with CBR to specification and Proctor for maximum dry density. Fleet is scaled to the cut-and-fill balance and programme.

The earthworks programme is sequenced against the slope works so cut faces are stabilized as they are exposed, backfill is tested before the wall is loaded, and drains are installed as the fill rises.
