What G7 means in practice: Eligible to tender federal infrastructure (JKR, LLM, KKR, Ministry of Works), large-scale township developments, industrial facilities, federal corridor projects, and any private contract size. The G7 grade is required by most major Malaysian developers and is the qualifying threshold for federal works tender boards. CIDB G1 to G7 explained: how the grades work and why it matters
CIDB registration is the public credentialing system for Malaysian construction contractors. The grade is set by the contractor's paid-up capital, financial standing, technical competence, and track record, and it determines the maximum single contract value the contractor is eligible to tender. The grade is independent of the work category (B for building, CE for civil engineering, M for mechanical, ME for mechanical and electrical) so a contractor's full registration always reads as a grade + category combination (for example G7 CE08).

Why G7 (and not G3 to G6) matters for slope, geotechnical, and federal corridor work:
- Tender eligibility for federal works. JKR, LLM, KKR, Ministry of Works tender boards typically require G7 for any contract above RM 10 million. Grades G3 to G6 are capped below this and cannot be the prime contractor on a federal corridor package, dam project, or large-scale slope rectification programme. The contractor must be G7 to hold the prime contract; G3 to G6 only show up in sub-contract role under a G7 prime.
- Financial standing. The G7 paid-up capital and turnover thresholds mean the contractor can mobilise on a large programme without sub-contracting away the critical scope. For a 6 to 18 month federal corridor slope works package, working capital alone runs into seven figures before the first invoice is paid. Grades G3 to G6 lack the balance sheet to carry this.
- Technical competence audit. G7 registration requires demonstrated technical lead competence in the registered category (CE08 slope works, CE21 geotechnical). The audit reviews completed projects, key personnel qualifications (BEM registered engineers, IEM members, CIDB Green Card supervisors), and quality system documentation. G3 to G6 audits are less stringent on these lead-competence dimensions.
- Insurance and risk capacity. Professional Indemnity insurance limits and Contractor All Risks policy limits scale with grade. G7 contractors typically carry PI insurance at RM 10 million plus per occurrence, sufficient for federal corridor risk allocation. G3 to G6 typically carry lower limits and are insurable only for smaller scope.
- Project track record reference. The G7 application requires documented prior project references at the value tier the contractor is moving into. Without a verified track record above RM 10 million single-contract value, the contractor cannot be upgraded to G7. Conversely the G7 holder has by definition delivered above this threshold.
What this means for the buyer. If you are a township developer, federal works employer, or critical infrastructure operator and the slope, geotechnical, or earthworks scope is above RM 10 million single-contract value, the contractor must be CIDB G7 in the relevant CE category. Engaging a sub-G7 prime exposes the project to tender disqualification, insurance shortfall, and a financial standing mismatch that often shows up midway through the programme as cashflow distress and sub-contracting away. The G7 verification is the simplest single check buyers can do before sending tender invitations or signing a letter of award.
