CIDB grading G1 to G7, explained.
CIDB (Lembaga Pembangunan Industri Pembinaan Malaysia), constituted under Act 520, operates the contractor registration system for Malaysian construction. Every contractor undertaking construction work in Malaysia must hold an active CIDB registration of the relevant grade and category. This post is a knowledge-sharing reference; for the authoritative current thresholds and categories refer to CIDB's published guidelines.
What each grade permits.
The CIDB grade is principally a maximum-tender-value gate. It defines the upper limit of the contract value that the contractor is permitted to bid for. The grades and their typical thresholds are:
| Grade | Typical maximum tender value | Typical project examples |
|---|---|---|
| G1 | Up to RM 200,000 | Small repairs, terrace house addition |
| G2 | Up to RM 500,000 | Small renovation, single-house build |
| G3 | Up to RM 1 million | Light residential / small commercial |
| G4 | Up to RM 3 million | Mid residential, light industrial |
| G5 | Up to RM 5 million | Mid commercial, small civil |
| G6 | Up to RM 10 million | Larger civil, industrial |
| G7 | No upper limit | Federal highway, expressway, rail, large reclamation, high-rise commercial |
The thresholds in this table are typical and subject to CIDB notice. Always check the current threshold via the CIDB website or registration card if precision matters for a specific tender.
CE, B, ME, F, and specialisations.
Within each grade, CIDB classifies contractors by category. The main categories used in geotechnical and geosynthetic work are:
| Category | Coverage |
|---|---|
| CE (Civil Engineering) | Roadworks, earthworks, drainage, bridges, retaining structures, geotechnical works. The primary category for slope, MSE, and geosynthetic work. |
| B (Building) | Buildings, mixed-use developments. Relevant when retaining structures sit within a building footprint. |
| ME (Mechanical and Electrical) | Mechanical and electrical installations. |
| F (Facility Maintenance) | Facility maintenance services. |
Within CE, specialisations further define the scope: for example, slope works, soil nailing, ground anchorages, sprayed concrete are sometimes separately listed depending on the current CIDB classification scheme. A contractor must hold the matching category and specialisation in addition to the grade.
Three things G7 does not mean.
- G7 does not mean "best contractor". It means the contractor is registered for unlimited tender value. Two G7 contractors can have very different track records, resourcing, and specialist competence. Use grade as a qualification gate; use track record + QA + team to evaluate quality.
- G7 does not mean "qualified in every category". A G7 in B (Building) is not automatically qualified to bid CE (Civil Engineering) work. Always verify the contractor's CE registration if the work is geotechnical or civil.
- G7 does not mean "Bumiputera-eligible". Bumiputera status is a separate registration overlay through MOF (Ministry of Finance) and the Bumiputera contractor categorisation. A contractor can be G7 without Bumiputera status, or G3 with Bumiputera status.
The CIDB online portal.
CIDB maintains an online verification portal where any party can enter a CIDB registration number and confirm:
- The contractor's registered name (must match the entity signing the contract)
- The active grade
- The active categories and specialisations
- The current registration validity period
- Any active suspensions or downgrades
For any tender above modest value, this verification should be a standard step before contract award. If a contractor cannot provide their CIDB number for verification, this is a red flag.
