Scaffold PE certification in Malaysia.

Four trigger conditions.

1. Height threshold: under the Factories and Machinery (BOWEC) Regulations 1986, scaffolds exceeding certain heights (commonly 40 feet / 12 metres but check current regulation) require PE sign-off.
2. Unusual configuration: cantilever, suspended, flying, bridge-over, or complex geometry scaffolds often require PE regardless of height.
3. Client specification: many main contractors and government bodies specify PE sign-off on all scaffolding regardless of statutory threshold. JKR, LLM, and large private developer specs commonly do this.
4. High live load or hazard: scaffolds carrying heavy loads (shoring, formwork support), scaffolds in high-wind locations, or scaffolds in hazardous environments.

Five steps.

1. Scope definition: you send scaffold geometry, loads, duration, location. We confirm what PE scope you need.
2. Design review: BEM-registered PE reviews proposed scaffolding against BS EN 12811 and NASC TG20. Loading, bracing pattern, tie design, foundation.
3. Calculations and drawings: structural calculations issued, approved drawings prepared, specifications tabulated.
4. Form of Approval: PE signs Form of Approval and submits per BOWEC requirement.
5. As-built verification: after erection, PE verifies the as-built matches the approved design (via inspection or site visit by the PE or their delegate).

Not just sign-off.

Two distinct offerings sit under the PE service line:

• Scaffold design (originate the drawings): you give us the scaffold scope (geometry, loads, access, duration). We produce the scaffolding design from scratch: configuration selection, bay dimensions, standard spacing, tie pattern, bracing layout, foundation design, access detail. BEM-registered PE signs the drawings and issues the Form of Approval. This is the right scope when you need the scaffolding designed, not just certified. Common for complex geometry, cantilever, suspended, bridge-over, and high-load scaffolds.
• PE certification only (review existing design): you already have a scaffold design (drawn by your in-house team, main contractor, or another consultant). We review the design against BS EN 12811 and NASC TG20, perform independent calculations, agree revisions if needed, and sign the Form of Approval. This is the right scope when the design already exists and you only need the statutory PE sign-off.

Both scopes end with the same deliverable: approved drawings + calculations + Form of Approval. The cost difference is the design effort: originating a design is naturally more work than reviewing an existing one. Lead time for design + certification: 2-3 weeks. Lead time for review + certification only: 1-2 weeks.
